Elizabeth Bayer, PhD
Chief Executive Officer and Owner
Ms. Bayer founded SJRE in 2011. She is an Environmental Specialist and a Doctor of Environmental Law. She holds a BS in Environmental Science, Environmental Biology, and Earth Science from Saint Mary's College of California. Ms. Bayer has over 12 years of experience and education in environmental, political and legal fields. She is an expert in communicating and working with culturally diverse constituents on important environmental issues, and has strong international expertise. Ms. Bayer's specialties include regulation compliance, industrial hygiene, demolition oversight, FEMA response, emergency management planning, Phase I ESAs, hazardous material identification and management, environmental policy, environmental law and sustainable development. She is an experienced Technical Writer, Cost Estimator and Project Designer, and supervises SharePoint technology within SJRE. Ms. Bayer also oversees strategic planning, business development, and exploring expansion opportunities for SJRE. With every project, she strives to exceed client expectations and to set the standard of excellence for environmental consulting. In her spare time, Ms. Bayer enjoys volunteering in the community for charitable events and coordinating her own "Celebration of Women in Business" events. Ms. Bayer has a passion for being a strong woman in business and creating a successful company with a grass-roots approach.
Senior Operations Manager
Mr. Butts is a Senior Operations Manager who has over 30 years of experience in environmental consulting and abatement. He specializes in project management in asbestos and lead-based paint disciplines, as well as supervising and communicating with staff, proposal preparation and hazardous materials reporting. Mr. Butts has an extensive background in project management, field investigations and in the development and implementation of inspection and management standard operating procedures (SOPs), databases, web sites, and training presentations. He has developed and implemented SOPs for an inventory-based inspection approach for long-term asbestos management and for abatement monitoring, including the development of a database to record and report air monitoring data, certifications and waste manifest tracking. Furthermore, Mr. Butts is professionally-trained and experienced in asbestos-containing soil (ACS) characterization, the development and preparation of management/remediation plans, and ACS removal monitoring. Mr. Butts has a reputation of keeping projects on-time and within budget, and ensuring the client's needs are met; the experience and professionalism he offers makes him an asset to SJRE and any environmental project.
Operations Manager/Project Manager - Large Commercial Projects Division
Mr. Milner has over 23 years of industrial hygiene project experience including asbestos, lead-based paint and other regulated building material inspections, asbestos project design and abatement oversight for private, commercial and government clients. Mr. Milner is an Operations Manager who has managed various large-scale renovation and demolition-related projects that included asbestos, lead-based paint and other regulated building materials inspections and project design activities including Soils Characterization Management Plan for asbestos-in-soil. Mr. Milner also has managed asbestos and lead-based paint abatement project air monitoring and oversight, including remediation of asbestos-in-soil to ensure proper work practices, engineering controls and compliance with Federal, State and Municipal regulations and technical specifications. Mr. Milner is well-versed in project management and oversight, supervision of project field technicians, cost estimation, client/contractor coordination and completion of deliverables.
Ms. Borchenko is the SJRE Office Manager, an Environmental Specialist, a certified State of Colorado Asbestos Building Inspector and AHERA certified Air Monitoring Specialist. Ms. Borchenko is highly skilled in client relations, analyzing data, and oversees all administrative tasks. Furthermore, she manages project schedules, files, and assists the CEO in a variety of tasks, including business development and marketing on a daily basis. Ms. Borchenko routinely interacts with a team of Asbestos Inspectors and Project Managers, and is well-versed in Municipal, State and Federal asbestos regulations.
Operations Manager – Residential and Small Commercial Projects Division
Mr. Sparks is an Operations Manager and Environmental Specialist who has over 16 years of experience with environmental remediation projects. Mr. Sparks specializes in construction aspects related to environmental and hazardous materials remediation projects. Furthermore, he is an all-encompassing Environmental Specialist who is versed in Phase I ESAs, asbestos inspections and reports, soil sampling, mold sampling, project design, asbestos abatement oversight, air clearances, methamphetamine lab clean-up, emergency response and Superfund Site work. Mr. Sparks regularly conducts QA/QC checks and has a successful history of project planning, including estimating, budgeting and scheduling for projects, as well as coordinating contractors, tracking production and interfacing with clients. Mr. Sparks is also a Health and Safety Officer who has trained employees in air monitoring and asbestos awareness, and is an Asbestos Supervisor and Project Designer who designs and coordinates bid specifications and performs bid reviews to assist clients in the selection of an abatement contractor. Mr. Sparks delivers exceptional consulting to any environmental remediation project.
